Hi, i saw a lot of pages of Facebook which promote content, all have the same content. These pages are from Romania, the rpm is low.

How they are making money from them? There is no link to any site/CPA offer or something. Still facebook pay for content and views?
 
Maybe they are created, warmed up, and grown (but not monetized yet) to be sold later or to use the audience for something bigger in the future. What type of content is posted on them? Can it be tied to a specific audience or demographic?

They probably earn through Facebook's ad revenue sharing program.
 
Some ads are included as a secondary ad intended to expand the reach of the main monetizing ads there.
 
Or maybe make money by putting this ad under the sub ads of the main ads to reach a wider range secondly maybe through Facebook's reshare program also maybe they warm these pages and then sell to the necessary audience etc.
