Facebook Page Creation Error

Hi everyone,
I’m facing an issue with creating Facebook Pages, and I’m trying to understand where the problem actually is.

Setup I’ve tried:
  • 4G mobile proxy (USA IP)
  • Antidetect browser
  • Android emulator (also tested separately)
  • Purchased Facebook USA accounts

Problem:
Whenever I try to create a Facebook Page, it fails with a generic “error occurred” message.

No policy warning, no checkpoint, no restriction notice — just cannot create pages.

What I’m confused about:
  • Is this mainly a proxy/IP reputation issue (even though it’s 4G)?
  • Are purchased accounts flagged internally for page creation?
  • Do I need USA warm-up accounts instead of fresh bought ones?
  • Or should I warm up these accounts manually before page creation?
Things I’ve already checked:
  • IP location matches account country
  • No VPN leaks (timezone, language aligned)
  • Same issue on both emulator & browser

Questions:
  1. Is page creation heavily trust-score dependent now?
  2. How long should an account be warmed up before creating pages?
  3. Is residential/ISP proxy safer than mobile 4G for this case?
  4. Anyone facing similar issues recently?

Any insights or real-world experience would be really appreciated.

Fresh purchased accounts are heavily limited on page creation now, even without visible warnings. Meta expects real history first warm them up with normal activity for a few days at least, sometimes longer.
 
Have you tried to change browser? If doing through app then try from browser
Changing of browser won't cut it
The account probably needs to age more
Like a week or two
Adverts placed and paid for on previous pages before you can get off that limitation
 
Newly purchased accounts are now severely restricted in terms of page creation; you need to use an older account to be able to create pages.
 
You can create a page on an existing profile. Then, transfer ownership to the profile you need and sign out of that page.
 
Or perhaps that profile has page creation restrictions; if you really need it, you can buy it from an authorized dealer.
 
I think you'll have to buy warmed accounts then use Static ISP or 4g proxies
 
New purchased accounts are silently limited on page creation. Warm them up with normal usage for several days to build trust before attempting anything.
 
The issue stems from a new account or a new account logged in on a different device that has no activity history. You need to remain active for 7 days and try again later.
 
If you want to add a Page to a new Facebook profile, you can set up an existing Page and grant permissions to the Facebook profile you are currently using.
 
Even without obvious warnings, the construction of new pages is now severely restricted for newly acquired users. Meta anticipates that genuine history will first warm them up with regular activities for a few days, if not longer.
 
Building genuine activity patterns like normal posts, interactions and profile updates often unlocks page creation naturally. Patience, consistency usually work better than tricks or shortcuts.
 
You might experiment with slowly integrating the accounts into varied daily activity commenting, liking, and joining groups before attempting page creation it seems to help pass the hidden checks.
 
I think the issue are the purchased accounts. Have you tried to use organic accounts? Then warm them up like a normal user.

The error you’re encountering is the classic issue where the account + IP don’t have enough trust to create a Page during Meta’s new ‘Account Quality Pre-Check’ phase.”

Newly set-up accounts are often restricted when it comes to creating Pages, even if there are no clear warnings shown. Meta usually expects some normal activity and basic history first. Letting the account run with regular, natural actions for a few days - sometimes longer - often helps improve stability before doing anything further.
