is it worth it anymore with facebook constant reach dropping is it worth it . will it still be profitable i already have a page that is sitting at 17k real likes from tier 1 countries that i grew months ago but stopped working on it now i want to get back to it again with some budget this time . what do you think should i go for it or not ?

I would say no, not now. Facebook is crazy these days, a big cleaning wave is still in progress. Wait for a bit.
