you can just create a new profile with your own information, and create a complaint that the old account is yours, and ask meta to delete that profile to avoid being scammed

Yeah, if you can't access your account, deleting it yourself isn't an option. Best bet is to contact Facebook support and prove ownership. If that doesn’t work, creating a new account and reporting the old one as impersonation might help get it removed. Have you tried logging in from a trusted device or location? Sometimes that triggers recovery options.
