I think you should use visa card for international payment. Try to see if there is any way to get US bank card to make your account reasonable.
 
Have you already set up your payment details to your account? Does it push through? If you cant set it up then you have to provide another with a match country.

You should prioritize using US Paypal, check Facebook's payment policies, add a Philippine account as a co-administrator to have a backup plan if you lose any administrative rights, but don't use a Philippine account to pay.

It's dangerous, you could get a warning and have your funds held until you prove you followed Facebook's rules or successfully appeal a mistake, but I think it's quite risky.
