Facebook Monetization In Creator Studio

i was just wondering because under eligibility for monetization in the Creator Studio for Facebook pages there are two factors to check, I understand “Activity Affecting Your Eligibility,” but I do not understand “Eligibility Health.” Does anyone know what that stands for or represents?
