I am looking for a bot with the ability to mass pm FB users by location, or whether they are a current member of a specific group.

I would say this is one of Facebook's top priorities in terms of spam prevention. I would advice against it. Facebook has much more sophisticated ways to track this now than when I worked there a while ago.
