How do you create fb accounts that have access to marketplace? Every account I create gets an error message when vising facebook marketplace.

The marketplace is unlocked after a while.
Are the accounts new? If so, try for a few days / weeks to do human actions (add characters, like pages, like posts, add photos, etc.).
For my part, it was unblocked after 3-4 weeks to do like a human

yes it doesn't get open straight up you need to use the account for a few weeks

Age the accounts. My accounts have no issues, some of them are kind of spammy and should have been banned years ago.
