So I buy the accounts for my clients and have my clients set up shipping with their info shortly after I get an email saying my payouts have been paused for unusual activity and then my FB Marketplace gets disabled. How do I make sure this doesn't happen again?

Use a proxy and you'll be good to go because you or anyone connected to the internet you are connected to is using another social media account i.e. Facebook from the same IP. Hence, a use of dedicated proxy - preferably mobile proxy is recommended.
Already using MultiLogin and a static IP

What you mean by static IP. A proxy? what kind of proxy? how many account per IP?
