Facebook like pop up script

I'm searching something like codecanyon facebook like pop, but that's working with cookies, and I already have a fan page with likes and that won't work for me. Plus if someone delete the cookies, codecanyon app will appear again, also from another computer. I have seen some sites are using ''like pop'' for facebook, but that is not working on cookies and remembers the users permanently, i assume they have build some app who works with facebook and helps to see if the user have liked the page. If someone know's app like this or something similar, it it wolud be greath if he help's me. Thanks...
