No matter what I do, even if I open from a complete new connection altogether, the ads account gets paused in like 1 minute and says, we have paused your account because we say some unusual activity with your payment method, which was once payoneer and other 3 times Paypal

Try it with really aged account and it may approve. You might have been trying with fresh PVA's.

It is because you Paypal mail and Facebook mail isn't same

Why don't you buy accounts?

There are a ton of sellers offering FB ad accounts in the marketplace.
