Did you check and share your account or share your business account to another email when the appeal was successful? Maybe it's an unusual error when you act too quickly and Facebook continues to block it. I have encountered similar errors before

Account has been unbanned and is still banned, you can appeal again
Your BM must have had too many violations, and was just restored and then discovered to have another violation. You should try to continue to request an appeal. I have never encountered this case before.

This often happens, fb has reactivated your account, but it seems that fb's AI detects that your account is in violation so it will deactivate it again.

Use a via with an ad account that has spent money, then appeal the ad account, the appeal success rate will be higher.
