Not only for you but for more guys, I would like to suggest something. May be I am wrong in this point as I have not become PRO already in this Facebook game but here is my thought.
Facebook is viral, you might get unlimited friends in groups or Pages so try to make it viral. Don't try to adjust your members number. Just let it explore as it wants.
And for your kind of service, normally service providers can't filter your members in such criteria. Providers can try but the result might not be suitable for you. Facebok Ads is the only way to gather the people like you want. But service providers really can't complete your job perfectly.
