See, when it comes to uploading ID docs, there are few countries in which now since recently FB verifies it with real existing database. Example, your uploaded ID is of Mr. Jack Whoho and address on it is 2, Just Street, Bla City, 10012 (just as an example) .... if there is no such matching name and matching address pertaining to that in real database, then the uploaded ID verification will fail. So, now onwards when you create accounts use some real name with it's real address, so that if docs are needed and you submit docs, chances of a pass are high. At the same time, there are still countries where docs are not matched with real database, in those countries, still any data works.
