I burned a week waiting and then realized using a business manager account gave me higher limits

Facebook keeps the money because of suspicion. If you trust Facebook enough, it will return it to your card. And to limit this problem. You can rent an advertising account from an agency, they will set up everything, add cards, and replace when the account has problems.
