Facebook Fanpages and Accounts

If you want to create multiple fan pages, can you create them under different accounts?

If yes, do you need to setup full profile for each accounts for your fanpage look legitimate?

Sure you need to do good profile

u can creat many fb pages from same account i have more then 5 page on one accout it dont mater and i dont think there is any rule to make one page per one account

You can create multiple pages on one account, but I personally create 1 page per account simply because if one account gets deleted and has 5 pages on it, you would lose access to all pages (if you were the only admin)

Create a new account for each page, and make it look real, adding a profile picture, info etc.
