As of last night, the feature to comment on another person's wall post on a fan page has been removed. Also, the ability to 'Like' that comment has been removed.

I believe this is only temporary, they are probably doing some maintenance at the moment. It has happened before.

Matt from the Platform Team said that 'most of it' have been fixed.
So for those that still unable to comment on their Page, you can log in to the below bug report and provide the necessaries remark.

This bug also mentioned in their Known Issues Page hxxp://www.facebook.com/KnownIssues and you can subscribe to get updated or report on other bugs because not only the commenting issue but user also having the 'send message' issue whereby user unable to click the send message button.
