Hello,

I'm looking for a tool or service that can message all my fans on my fan page and all my friends.

Can anyone recommend anything?

Best way to get banned/blocked within an hour, even with a slightly different message or waiting time, you should look for something else

You're not allowed to send your fans of the fan pages private messages. They have to contact you before you're able to reply.
For the mass messages to friends: I have used oCommunity in the past, but I am not sure if their software is working.

may be paid ads help you. You can target to users of your fanpage. its will cheep
