Facebook Expert for simple Strategy

i'm looking for someone to help me build this:

250 Facebook accounts
Each profile will be created according to a file containing photo URL, name and all data
Each profile will be manually monitored in order to perform likes, comments etc etc
Make sure to avoid ban (so it has to look like 250 real users)

Please PM me with your proposals for this, I just need consulting and services for the set up. Once it's up I will manage the manual monitoring of all the accounts.
