how to fix?

your setup of the acc its in europe, now in europe they are asking for your company number or somthing like that for the VAT, get accounts that they are not from europe to avoid that issue.

i had account from india, you just cant targer on messages campaign europe countries, but i think is temporary

You can search for CNPJ European countries online. Try it a few times and they should work
