Anyone using facebook emails to create custom audience and target ads to them? e.g [email protected]

I have bunch of facebook emails extracted from users but when i place into ads, it stated users im targeting are below 20 but it suppose to have at least 10,000 emails.

Anyone know why?

People with those emails don't actually have Facebook.

But i extract their facebook emails through their facebook profiles

Can we use gmail and yahoo accounts linked with facebook for ads targetting?
will it reduce expense of facebook ads?

Check if besides of using their email you are targeting anything else like age, location, intrest, etc.
