Facebook Email List Count Issue with Ads

Hey all,

I have a issue with my facebook email list, I am wanting to use the list for facebook advertising but when placing it into the custom audience I only get less than 20 when I have over 10k. Anyone else having this issue with ads and custom audience?

Some info I have been reading, facebook checks to see if the account is active with posts and content on facebook, if it is not it will not bother adding that user to the list. I might have a dead group, which I scrapped from.

So just found out facebook.com emails are not allowed for advertising now. yep that really just crushed half of our ads. We scrap facebook emails but now we cant since it does not work no more in custom lists.
