Facebook customer list feature is unavailable

Its saying I can create a custom audience after "several weeks of following our policies" does this mean I have to spend without creating my audience and also how long is several weeks?

My audience is crypto based and my ads will be crypto affiliate ads so im suspecting my accounts will get banned quick. Is there a way to create a shit ton of accounts while im waiting for these "several weeks" to go away?
