If your product is WH, you can use this payment method. If it is BH, I think you should not use it because it will be subject to much stricter censorship than other account types.

Control of high-limit accounts is also more limited, only large businesses are granted this account, or if you are running on a budget, you can use the scanned accounts of these businesses.
 
Probably best to stay clear out of BH ads for that, unless you're highly confident of your returns there. Otherwise, stick to WH. Just an opinion though.
 
WH is huge potential when the budget is huge as well. But you should be careful with the agency.
