I remember being given a fb ads coupon when buying hosting on a certain website 5 years ago, now it seems I no longer see the fb ads coupon.

It will depend on the advertising account to receive it, not all accounts will receive FB credit vouchers

Coupons are very few now, I think only really big spending accounts get coupons

As far as I know, it depends on what your ad is, not all will be accepted.
