Spammers persist because they use advanced methods to make their warmed-up accounts look like real people profiles. They employ antidetect browsers and proxies to hide their digital footprints and effectively manage thousands of fake accounts. Meta cannot simply ban them aggressively, as it fears mistakenly deleting the accounts of genuine users. This is a continuous "cat-and-mouse" game where spammers quickly adapt their behavior to always stay one step ahead.

Spammers often use automation, many old accounts and proxy networks to run bot farms platforms are improving detection and banning these accounts .
 
They will be banned for only a short period of time. But they still have ways to get around it and get it done in a short period of time.
 
Spammers exploit aged accounts, rotate proxies and content, use automation and reporting loopholes. Platforms struggle to catch coordinated farms, so many still stay active online.
 
Spammers survive because they understand the system better than most normal users, they use circumvention techniques.

They took advantage of spam's weakness by changing IP, but they can't maintain it sustainably, sooner or later they will still be reported as spam.
 
I think they do get banned but they keep new accounts warm and swap them in to replace banned ones

Yeah seems like they’ve figured out how to work around the system.
 
Can be done in more than one way, as long as you keep each account/thread running isolated you can run a lot of accounts simultaneously. Smaller scale can even be done quite easily through AD browsers as long as you keep your fingerprint/IP clean.

The reason is they have too many spam accounts so even if one gets banned, you’ll still see them using another one to keep spamming :)

they use tons of accounts and tools to hide what they are doing. facebook bans some, but they keep rotating profiles and pages, so a few always slip through

It's not that they're good, but Facebook prioritizes handling risks according to the level of impact.
Small spam, low frequency, or behavior covered by a clean profile can survive a few more rounds.
But when trust drops or signals overlap, the system still "cleans" in batches.
=> Existence does not mean durability, just that it's not your turn yet.
