There are various things they can track to know it's the same person that's creating the new account.
In your case, I think it's the VPN servers that they have blacklisted.
If you're using Nord VPN, then you should try creating new accounts using Obfuscated servers. These servers are a little slow but are rarely blocked by any sites.

You create an account with gmail or phone number. I think it's better to use gmail with a brand new IP now.

Are you creating accounts on the same device? changing the leaf IP is great, but that's not enough. you need to create accounts on different VMs so they won't be detected

Everytime you put your phone on airplane mode the IP number changes!

If you use mobile phone and the same phone and installing an app they can see the phone "serial" and block you. Have you not seen the pictures from China with 1000 of phones in a rack?
