i havent created any new facebook accounts in months. just tried today and it says i need a photo id O.O...

I have never experience this from simply creating a new account, but my previous accounts I've used for ad purposes have been flagged. Then, one day you just get a page telling you to send them a photo of a govt. issued ID.
Solution: hire a graphic designer for $5 on Fiverr (or DIY) to make you a fake ID photo with the same name as your FB-user and send it to them. This worked for me and they re-activated my account in under 24 hours!

get a VPN and try again, maybe it is your IP which has been blocked. If I were you I would also try to use a free solution such as any logo generator tool, so you can create a visual logo with the name of your company.

In my experience, it has nothing to do with your IP.
I am accessing my FB accounts over 3G mobile IP (from 3g dongle sim) and bcos of that my IP is "fresh" as it can be.
And all accounts that I've used are few years old, real accounts not farmed, and FB still asks for photo ID.
You have to understand that FB algo is incredibly complex, and that you will never know a reason why FB does anything
You can only guess and 99.99% of the time you will be wrong.
Don't use VPN or proxy, try to get your hands on either residential IP or 3g IP and access each FB account from virtual box (fresh installed box)

You need to add a bit more information so we could help you. What IP did you use, were there any accounts created on it before, how far did you get with acc registration before asking ID etc.

i believe you have same iusse like me which is your ip either flagged or banned.
if you try to create somewhere you can do without problems.
