Proxy is always the best for me when working with Facebook, especially US IP
My combo is US IP + 3 lines profile + ad account with history + reinstated page + trusted card

1. You can use that account again but it is recommended that you change your payment method except if you were using a virtual card before on your personal account that got banned
2. You can create a new profile + new name + new payment method on the same device if you have not be banned on multiple accounts on that same device

You can simply use your cell phone as a WiFi router. To do this, simply open the hotspot mode on your cell phone and then connect to the WiFi network you have just created on your laptop or PC. Every time you put your phone in and out of airplane mode you get a new IP
