I'm looking for a facebook automation outreach tool that will scrape users based on bio and / or posts.
Send them a connection request and a rotating design facebook message.

What are the limitations for this?

Also need facebook accounts with the right proxy for this .

Or someone that can setup this as a service?

For that you need proxies and accounts yes. but it depends on how big you want scale.
