i have seen some tools that does FB management surely they will do it for you check out BHW market.

Not sure if you guys have seen this but LikeLikeGo can do up to 140 likes on posts/comments, hope that helps.

My site http://engagedhits.com will be offering this in near future. Because it works with crowdsourcing where people make their own campaigns it has complete flexibility. I'm launching this next month but the site is up with videos and all , you can see current features already and I plan on incorporating the things you mentioned as well but in a better more natural way so you don't have to make your accounts, it's the power of crowdsourcing.
