Facebook application fans/traffic needed

Hi!
I have the facebook application version of my free dating site.
100% legit, fun to use.
Anyways, i would need some fans and users for it to get a jumpstart.
When you use it, it posts a notification on your wall that you were using it (just like farmville or any other application out there).
US and flesh and blood people only please with friends.
It is really a professional application.

for geo targeting you have few options.

a- run ads for it and target the California area
b-promote in marketplace since that is geotargeted
c- email people in ca area to join you

few that came in mind...ads is easiest so i would go with that

Treat your users like you would people on email list, so build relationship and ask them to do the promotion for you when you have built the needed relationship for it.

Perhaps set up in place some sort of referral contest among the users?

We have the facebook application logo on our main site so people can join immediately.
I own a dating site in California.
Yeah, another dating site, no, this one is different.It has 250.000 registered members in Europe, but the market is different in the US.
The Facebook application is basically the same Zoosk has (another very popular dating site) so you can do the same thing on FB then on the "big" dating site.
Anyways, a targeted cpc on FB is around 50 cents and people tend to get scared when the "this application will pull information from your profile and friends, etc" window pops up so they rather click the cancel button. Until they understand and start LOVING the main site they will be more than happy to use it on FB which is by the way totally integrated, so if you get a message on my site, you will get a notification on FB as well. Its viral of course, so posts a thing that you are using it and all your friends see that so they can join too (no brainer, i know).
So again, however it is a GREAT service and FREE I still need maybe 400-500 people who use it regularly, so from there we can go VIRAL like farmville and other stuff.
Question: How do i email people in California area? I mean how can i get a list of california opted in residents? I know there are several companies dealing with that, but still, i would need a legit source.
My marketing budget is 30.000 dollars for 3 months (10k/month).
