Facebook and upload new photo lock

Thinking about creating a second account for business use, so my employees can use it instead of their private accounts. First attempt failed, after adding a page and a friend request, account got locked with photo verification. We used a stock photo so... And VPN of course.

How can we solve this problem? Anyone tried using photos of the same person on two accounts?
