Facebook and Paypal Problem

Hello,

When I'm trying to add paypal as funding source for buying ads in Facebook, got this error:

"We are not able to process your payment using your PayPal account at this time. Please return to the recipient's website to complete your transaction using their regular checkout flow."

Why is it so? Any solutions......

I just made a payment with PayPal, no problems. But I have already added PayPal as a funding source.

That account is created last month, verified with VCC and got $140 in Paypal account. Also, it's not limited. Is bank account attached with Paypal required to buy Facebook ads?
I'm asking it, because no bank account is attached with my Paypal.

What reasons, you think for getting this error?

Sometimes the country of your PayPal account needs to be the same as the country (entered by you or based on your IP) of your account on the merchant's web site (in this case Facebook).

I've noticed this with GoDaddy.
