Is there a way to show advertise for facebook page/group members (When the advertiser does not own the page/group)?

i think you can show them the pictures of campaigns and reusults

There isn't such feature in Facebook ads manager. The only way is to parse their e-mails - then you can download your database and target those specific users.

The owner needs to adjust the settings to allow other person be an admin of its account. That’s the only way to make it possible
