Facebook advertising - do they "slap" some advertisers?

I started a campaign last night and was paying about .60usd per click. got a few clicks. today I woke up to find no more impressions were given. So I figured I'd raise my bid and bamm... the suggested bid is now at $1.80-2.20 (something like that) 3x the amount per click. So I checked my other campaigns to adjust the bids, and the suggested bids for those are "normal", no change.

Is facebook "slapping" highly saturated products affiliate ads?
