Facebook Advertising creation software

Hi all I employed a so called expert to advertise my business on facebook unfortunatly he lost me about £2.5k with no return on investment..
however he was able to create some amazing multi layered adverts and you were then able to go in and switch the adverts on and off with in the main advert.. I mean there were like 32 adverts inside the top one.

My question is does anyone know how or what software he used to do this please?
