Currently I don't see any ad accounts that are truly stable. Meta looks at behavior more than account type. When created and used properly, keeping business information clean and maintaining consistent use has helped me avoid most of the limitations of any account type.
 
Any account can be disabled by fb if you use any BH method even with cloacking may have issue. The best as general rule will be an account who have history spending like an agency account
 
BM 2k5 accounts that verify real businesses are the best type of account. There are BM 2k5s that also verify businesses, but they are created and verified by automated methods. You should check carefully before using to avoid losing a large amount of money to buy accounts that do not achieve results.
 
Isn’t this just covert advertising? The OP is renting out ad accounts for WH/BH/GH projects — isn’t that contradictory to what they’re claiming they need?
 
You don't need one powerful account, but many accounts. Currently, there is no way that one account can live for a long time. Make a lot of personal advertising accounts, link them all to one page and launch them calmly, even if they block you - it's okay, you'll have others.
