Before purchasing from any seller i would first suggest you to check what makes fb to trigger such suspicious activity.
Because purchasing fb ads account would be some where more than 500$ and it would be waste of your money if you still face the same problem.

He is facing problem when he is trying to create a new account. FB always reports unusual activity whatever the reason may be. Though you are right that his IP and PC is blacklisted now.
OP, try to get a VPN to run the ads account from seller. As well as ask from him a valid payment source to pay Facebook ads bill.
