Ezoic doesn't have such requirements as far I know. They are same like AdSense, you can get approved by them even if you have 0 traffic.

You need to be smarter if you are in to ad arbitrage business.

For a good campaign, what is general cpc for country like usa as compared to germany uk dutch etc?

I agree with you, but it's really difficult to get cheap clicks from Facebook Ads these days.

Growing from 0 to 100k will cost a lot of time and money. If you want to save at least time, just purchase a page .
 
Facebook Ads promotion is NOT organic (get this right first).

Secondly, the amount that you will need to go from 0-100k page likes will depend on how good your ads is performing. (You can start with a daily ads spend of $50/day though)

There is no reason to gather followers in your Facebook page. If you have a product or service ready to sell use Facebook ads to direct customers to your website and when they buy you make $$.

It's better to run ads and generate traffic to boost sales of your product.
 
You might want to start with a small budget around $500 to $1,000 to test your audience and refine your strategy. From there, scale up based on your performance. If you're consistently getting good engagement and a lower CPL, you can increase your budget.
