Allen,
You can't really gauge how many likes you are going to get for a dollar amount. There are a couple of factors that influence the amount of interaction with your page. For instance the cost per click for particular market segments will be different. Also, just because a user clicks your ad (which you will be charged for) does not mean they will like your page.

You can pay fill in PP, Credit Card and it will be billing charge failed next day.
So you can run 1.5 days in free, but account will be billing failed.
Until you add new WORKS PP or Credit card then account will be reactivate.
