I had 25 initiated checkouts and add to carts in India but no purchase conversion. I need advice and help in increasing conversions

Ads are generating leads properly. Just make sure you have a good lander where the users do their checkouts. They might have FUD on doing the check outs

I changed the payment process. I only had pay pal activated but Pay Pal no longer is available in India. But I don’t know if I can scale in a tier 3 country

Do I need a lander for a Shopify product
 
You try remarketing after more money spend and you should test the path that the client goes through.
