I would highly doubt that anyone can share active bins here, you need to find patterns yourself via the trial and error method, if anyone has a method, they would never share it publicly for free. Instead they prefer to sell FB accounts.

Even if this reply is old, this is a simply stupid statement from someone who does not understand.

Because they may generate 60% of the actual ad spend in cash. Paying for the ads results in -40% ROI and they're losing money. If they do not pay, they make $1k when $1400 ad spend has gone down.
