I am running an affiliate offer that has a cap for how many leads I can generate each day. Once I hit the cap if I pause the campaign on Facebook ads so it stops sending traffic will that cause it to have to be reviewed again once I activate it again? Thanks

No - as long as you don't make any changes to the ad or the audience when you unpause it, it won't have to go through review again.

As @GreatNameforMe said, unless you don't make any changes as in budget, audience or any other thing it won't go on review again. Just don't click anything on the campaign or else it will hit reviews again
