Would they able to detect cloak link after the initial review?

Yes. They review ads all the time. If your cloaking is sloppy then it will get caught eventually. Just because the ads pass one review doesn't mean they are good to go for life. lol.

maybe they can't test the first time, but you know the machine censors all the time
We will need to change the cloak to avoid censorship

FB will review your ads after certain times, so that your account can DIE after the campaigns have been active for a few days. Or you can also check your page, maybe the page has been restricted from advertising, this also causes the campaign to be rejected after being active.

This can be related to way more than just your ad. Even if you ad is 100% compliant and fine (passes the initial review) it might related to a problem on your site itself. As mentioned already facebook periodically will check your ads, landing page, in some cases go even deeper into your funnel. To really help you, you would have to share some more insights.
