It's no problem if you have an account from different country and want to run in different country on facebook. However, I recommend that you pay attention to the payment method of your account, campaign's content , images, etc…to suit the country in which you want to run ads because getting your advertising account banned is mainly due to those factors.
FB won't restrict your account if you are using Paypal from a different country, but the Paypal itself CAN hold your money for the same reason, and when it does your ad account will be stopped because you are unable to pay.
