Hmm.. There are some option. Some people rent reloadable payment virtual card. Although those cards are prepaid.

In my opinion, the best way to get cards its with your own bank, they can be vitual or plastic.

If you start using people's services on here like buying VCC's you will spend a crap load of money.
If you're from the UK just download Revolut, you will get unlimited amount of disposable VCCs and like 5 permanent VCCs (that you can change over time) they are good bins...
If you're from US or any other country look into online banks that allow you to generate cards. There is also a "grey" way of doing this but that's another subject.

I always use virtual credit card from https://vcc.is they are legit vcc seller in BHW.
