Facebook Ads LLA - Need Help

So, I have a list of 3000 customer details that I want to upload to facebook to create an LLA. I have their name, address, zip city and state. So I tried to upload 500, created a LLA from that custom audience and tried to run an ad. The CPM was insanely high, I spent $6 to just reach 45 people. With no clicks or anything. This cannot be normal and was wondering why that is, should I let it run longer? Or add more customers or what?

CPM means cost per mile or cost per 1000 impressions

Doesn't Facebook just require EMAIL ADDRESSES for LLA?

If you're in the FINANCIAL, PLASTIC SURGERY, or LEGAL SERVICES (personal injury law etc) niches, $6 to reach 45 people using LLA is not bad at all.

Keep in mind that you can probably get a lot of money per lead if you are in the right niche so $6 for an LLA campaign is not bad

You just need to TIGHTEN UP your ads to increase your CTR

You might even have to start a LEAD GEN FUNNEL

Unfortunately these are in the kitchen / house goods niche and I need the traffic for dropshipping, I do not have their emails and that could just be why theyre so expensive.
