Ads targeted at specific demographics might not appear in your search results if those filters don't match your own. If an ad targets only users in France, it won't show up in your search unless you select "France" from the location filter.

you should be able to see all active ads , maybe it's a problem in your account
 
Maybe the problem with your account, your account restricted from for specific countries
 
Perhaps the advertisement was not displayed in the way you searched for in that country, try searching again using some different methods.
 
Some ads are targeted to specific regions and may not appear if you’re searching from a different location
 
You should check to see if your ad violates any policies. Because if violated, the ad will be rejected and will not appear in the ad library.
