I believe it’s poor targeting and weak creatives because if the right people don’t see a strong ad so the campaign can struggle even with a good offer.

Honestly, it’s usually the offer. You can get plenty of clicks, but if people hit the landing page and think the price is too high or don’t see a reason to buy, the ads won’t convert.

Not enough testing, low budgets, bad creatives, a few of many reasons

I think the biggest reason is usually poor targeting and creatives because if the right audience doesn’t connect with the ad then the performance drops immediately.
